The Statement of Intent (2019-2023) by Kāinga Ora outlines the Crown agency’s strategic intentions to address New Zealand's housing challenges over four years.

As a newly established entity combining the functions of the KiwiBuild Unit, Housing New Zealand, and its subsidiary HLC, Kāinga Ora aims to deliver public housing, support first-time homebuyers, and engage in significant urban development projects. Key focuses include ensuring good quality, affordable housing; developing sustainable communities; and fostering partnerships, especially with Māori, to support their urban development aspirations. As the report notes, one of the agency’s key functions is to understand, support and enable Māori aspirations for urban development, which means operating in a way that provides for early and meaningful engagement with Māori when doing urban development. This document outlines a plan for tackling the housing crisis, improving urban environments, and ensuring that housing developments are inclusive and meet diverse needs. Kāinga Ora’s Statement of Intent emphasises a commitment to collabouration, sustainability, and the well-being of its citizens, particularly Māori.
