This report, a part of the preliminary, technical series for the South-West Christchurch Area Plan, is instrumental in directing future land use changes in Christchurch South-West.

Developed with input from representatives of Ngāi Tuahuriri and Ngāi Te Ruahikihiki ki Taumutu, it focuses on preserving and enhancing the cultural and historical significance of the area, particularly in light of Ngāi Tahu, Ngāti Mamoe, and Waitaha’s historical connections. It emphasises the traditional use of local resources and the importance of waterways, forests, and grasslands in the wider Christchurch area, including the Heathcote/Ōpāwaho and Halswell/Huritini rivers. The report offers detailed recommendations for future development and management, advocating for the protection of traditional sites, enhancement of natural resources, and incorporation of Māori values into urban planning. Key suggestions include restoring native plant species, conducting archaeological surveys, enhancing waterway health, and developing stormwater treatment systems that align with cultural values. It calls for the establishment of native riparian buffer zones in land development projects and suggests ways to utilise urban wetlands and forests for cultural harvests. A significant aspect of the report is its emphasis on involving Ngāi Tahu in the urban planning process. It underscores the necessity of their consultation and involvement in Outline Development Plans, Reserve Management Plans, and the Integrated Catchment Management Plan for South-West Christchurch.
