Community Housing Providers, Procurement and the Building Industry

The community housing sector in New Zealand has significantly contributed to housing for marginalized groups, introducing innovations such as rent-to-buy, self-build, and shared ownership schemes.

They’ve also championed independent living for individuals with mental health issues and disabilities, emphasizing the ‘housing first’ approach. While assisting vulnerable and low-income households, these providers collaborate with the building industry, urging them to shift their focus from high-end housing to affordable options for New Zealand’s lower income groups. The sector not only aims to develop affordable housing but also invests in communities, showcasing a long-term commitment to both the housing stock and its inhabitants. Given the current housing under-supply and the building industry’s focus on high-value properties, there’s mounting pressure on the community housing sector to procure quality, cost-effective homes. Overseas community housing sectors have adopted collaborative approaches to enhance quality and reduce costs. However, New Zealand lacks comprehensive research on community housing providers’ procurement methods and their interactions with the building industry. This study, based on interviews with 17 community housing providers who’ve developed approximately 751 new units since 2014, seeks to address this gap and sheds light on improving collaborations between the two sectors.
